LIC Development Officers Rally at Jantar Mantar Demanding Job Security Post-Confirmation

New Delhi. Development officers representing the Life Insurance Corporation of India staged a peaceful demonstration at Jantar Mantar on Sunday, July 26, 2026. Organized under the banner of the All India Democratic LIC Development Officers Welfare Association, the protest served as a platform for the 'Mission Self-Respect' campaign, which highlights the urgent need for dignity and job security within the cadre.

The primary demand voiced by the association is the implementation of a policy ensuring no termination occurs after an officer has been confirmed in their role. Association President B. L. Mandiwal emphasized that development officers are the backbone of the corporation, responsible for agent recruitment, training, and the expansion of the insurance network. He argued that the current regulatory framework, which allows for termination based on specific business performance metrics, fails to account for the modern, complex insurance landscape.

Mandiwal noted that the industry has undergone a radical transformation due to digital distribution channels, corporate agency models, and intense market competition. Because business outcomes are often dictated by external structural factors rather than individual effort alone, the association believes that applying punitive measures to confirmed employees is inherently unjust. They are calling for a shift away from a system of penalties toward one focused on mentorship, training, and collaborative administrative support.

Through a formal memorandum submitted to the central government, the association has requested a comprehensive review of service conditions under Section 48(2) of the Life Insurance Corporation Act, 1956. Their proposals include the removal of provisions that link job termination to business targets or expenditure limits, as well as a restructuring of financial penalties such as salary increments and allowances.

The association is urging the government and LIC management to form a high-level committee to engage in meaningful dialogue with representative members. They believe that fostering a transparent and supportive work environment will not only boost morale but also contribute significantly to the national goal of achieving insurance coverage for all by 2047. The protest concluded with a call for institutional reforms that align with the constitutional principles of fairness and natural justice.
